Do you need to appoint a representative in the EU?

EDSR represents providers with no establishment in the EU. Each regulation below defines its own scope — you may need one, two, or all three.

Art. 13 · DSA

DSA Representative

You provide intermediary services (mere conduit, caching, hosting or platform services) in the EU, with no EU establishment.

You must appoint a DSA legal representative.
Art. 17 · TCOR

TCOR Representative

You host content that is disseminated to the public in the EU, with no EU main establishment.

You must appoint a TCOR legal representative.

e-Evidence Representative

You provide electronic communications, cloud, storage or user-to-user services, with no EU establishment for judicial orders.

You must designate an e-Evidence addressee.
